    Simple fix, Drill a small hole in the lever and use stainless steel wire to tie the lever off in the closed position.

    Do they make a threaded plug or cap to put on end to prevent oil flowing out.

    These are the way to go IMO. Had these on most of the vac trucks where I used to work. We'd actually take one of the drain hoses and crimp an NPT fitting on the end so we could put a quick coupler on there. Then we'd connect it to the waste oil pump on the service truck and we could literally suck all the oil out of the oil pan. No drain pans needed and no mess.
