The semis for whatever reason are classified next year on earlier build dates.

The 16 FL i drove had a build date of 2-15 and arrived in 4-15. Don't know why they yeared earlier then cars which is july and august. My 17 Chevrolet was built 8-27-16.

    Don't know why your guys's 99's aren't classified as 00's.

They likely are. The guidance is "engine model year" and people are using the build date and not the model year of the engine and think they are eld exempt.
It will likely come back to bite them. But it's ultimately their gamble.

Model year and build date are 2 separate designations and do not have to be the same.
Also worth noting is Canada is going to be 1995 build date as of right now.
