Yes you need your BOC-3 AND insurance on file before your authority will go active, plus if you don't do it quick enough they will reject your application and you are out the $300 filing fee and need to start all over. This is clearly explained on the FMCSA website in the FAQ section on obtaining authority.
And, no you don't need to own a truck to get insurance to satisfy the FMCSA requirements, there are plenty of non-asset based carriers that don't own a single truck. -
I do plan on being a member of OOIDA. Maybe I’ll just do that now.
I cannot find anything that states a time frame for submitting the insurance information. Does it have to be done within the 20-25 day time frame? I should have the truck and insurance within 2-3 weeks. Should be well within their 20-25 day timeframe. -
Insurance Requirements
You have 90 days from the date FMCSA publishes their intent to register your authority in the Federal Register, however your authority will not be active until after the recieve your insurance filing. Once they accept your insurance, and assuming all other conditions have been met it can take up to 4 business days before your authority goes active and you recieve your letter in the mail. You can not operate in interstate commerce without this.

90 days is plenty. My cousin is my commercial insurance agent, and we are going to go over this Monday.

Good luck. Keep in mind you can't do any interstate work until all the conditions are met and your authority is active. You will know your DOT and MC numbers long before this and can get started on your registration and IFTA once you have insurance but you can't even book your first load until the MC number is active.

Once u get truck will need 2 get your irp(plates) and Ifta taken care of also. 4 me the longest thing was waiting 4 the #### Ifta cab card and stickers. In tx the wouldn’t fax or email a proof of it even after done. Had 2 wait on the mail. Took about 2 1/2-3 weeks from time sent 2 them till I received. Was stuck ready 2 roll but waiting

Oh yeah there’s a lot I still have to do before actually booking loads. IFTA, IRP, UCR, process agent, insurance, drug consortium, fill out an application to be employed by myself, all sorts of bureaucratic BS.

God I hope MT is quicker than that. Quite the country we live in when a new business is held up by a couple stickers and a letter.

You do realize that it's going to take a lot more money to get started besides the purchase of the truck. Plus you should have a pretty big repair account set up if you're buying an older truck
