I told a guy at the Love’s in Batesville Ms one day he had a flat off the rim. We walked to it and I showed him which one was flat. Standing about 100 feet away from the Love’s tire shop, he said “thanks, I will get it fixed later.” At that point I hoped the inside one next to it blew out when he got on the highway.

I don’t know the answer to your question. I would assume it’s the moving parts of the brake system. The lining that presses to the drum, and maybe the push rod, slack adjuster?

I rather think in terms of Professional's and Steering Wheel holders. A professional driver in my opinion will NEVER place a CMV on the road with a known defect. A steering wheel holder may however. Most steering wheel holders don't last long in this job (thankfully). So I think in general when a driver does something really stupid they are inside that first year.
