Did you not "know" that it's always the driver's fault?

I know the tow company that was on-scene. He talked to officer involved in working the scene... It was not the driver's fault this time.

Regardless of who's fault it is and the type of vehicles involved, isn't it a law that all parties in an accident are required to stop?

Yep, and therein lies his big mistake. He would not have had a problem if he had only stopped....

He might not have stopped due to previous accidents on his record or something like that or he may not have known that he was involved in an accident, or hell maybe he was just an idiot
