Shouldn't, sounds like it's in the wiring upstream or in the control unit its self. It's been a while since I've torn into the cab controls for the HVAC so it's not fresh in my mind. Worst part is those units are 600-700 bucks apiece and a major pain to fish the new cable to the coolant valve. Every one I have done is so beat up that even if you could get the individual parts for the control unit your money ahead to replace the whole thing.

The switch at the control panel that operates the HVAC has a tendency to overheat due to age and will start to melt the harness plastic covering that goes onto the prongs of the switch, if it gets real bad it will melt where the switch mounts to the control panel and you will need a new one.
This happened to me on a 99 W900.Oxbow Thanks this.
