One of my drivers got to chatting with an Oregon inspector during his last inspection.. The inspector didn't even want to look at his ELD, told him he wasn't going to learn it and was going to retire if they made him........

Log books are pretty cheap now. I bought 10 triplicate books for a buck each. That's good for 45 days, each logbook..

    Much cheaper than an eld.

When date the engine was remanufactured is irrelevant. What is the determining factor is what EPA standard is was built to. Even the FMCSA uses the example of a 2016 glider with a reman engine assembled in 2016 as exempt if it was built to a 1999 or earlier EPA standard

To make it even more interesting, the truck you see on the left (2000 model year, actual build date for the truck was Oct 4, 1999, actual build date for the original engine was July 1999) had a Detroit diesel Series 60 re-manufactured engine installed by a Detroit Diesel dealer in June of 2008. Of course by law they are not allowed to change any of the emissions equipment or pay a hefty fine. So they installed an identical engine with the ECM from my original engine, which is still percolating.
Later in 2011 when CARB needed documentation about the EPA date of the engine build, Detroit Diesel corporate responded positively to my request for a new decal for the engine specifying that it was an EPA 1999 engine, which that dealer had to come out to the truck, verify the serial number and place the decal on the engine. My carrier and I have all of that documentation.
Some more weird stuff: I just had the oil pan gasket replaced, there was a running change in June of 1999. My original engine had the later oil pan gasket, the present reman has the earlier version. So the reman is actually older than the original engine.
Lets not even get into the idea that you can just swing an older engine in a newer chassis, since you are not a dealer you could run afoul of the EPA but not likely.
Even more weird stuff: I had a JJ Keller ELD in the truck for almost a year. It never worked properly, and when they updated their device to conform to ELD instead of AOBRD rules it went nuts. JJ Keller has applied for and has been granted an exemption because of it.
I am exempt so I just do without it.....
