In my 98 T800, my cruise was working about half the time, and now it quit for good a couple weeks ago.
I changed the clutch switch, speed sensor, speed sensor pig tail, and speedometer. .. all while it was working intermittently.
Since it quit, when I use the cruise to raise the idle it lopes - warm or cold.
Could it be the toggle switches? I've chased the wires as much as I can, can't find any bad spots

Could be a bad brake switch, park brake switch, cruise on/off switch or set/resume switch or wiring. You can keep throwing parts at it and hope to get lucky, or find someone with Detroit software to see what input you are missing.
