What’s with the chain?

 

And the meat hooks?

 

I know nothing about this photo. However after looking at it I suspect those chains were wrapped around the axle to pull the pickup out. The hooks are just on the ends of the chains and in this situation look to be doing nothing.

Back to the original question, I just saw a post from @jtaran06 about the truck map app. I haven't tried it, but that string may have more information with time.

 

A wrecker is at the other end of the chain. The hooks are for hooking onto an axle when you are towing the vehicle with a sling truck, or for dragging up on a rollback, or securing down on a rollback.
That particular hook setup is for dragging a vehicle onto a rollback.
