I agree with report it.
The driver of dropped trailer has already
1) not installed padlock per company policy.
2) left trailer without kingpin lock.
He may be in shop for repairs. Easy enough to find out. Go look.
If he's not there, call your company.
They should know where he is.
What if trailer is already stolen?
Maybe tractor is stolen. Or worse.
You never know what you don't know, until you know.

Man some of you would immediately call on the driver? That’s messed up man. You never know what a guy is going through. My opinion in these situations is and always will be, confront the coworker like a man. Don’t be an ### just talk to him. If his response is belligerent or unreasonable then make the decision wether or not to involve management. Straight up taddle tales really piss me off.

Okay, all you guys that are telling the driver not to call in...what would you want done if the you were the owner of the trailer?
Would you want the OP to let you know what was going on, or just take a chance that there's a reasonable explanation for no kingpin lock?
Edit....OP, look around for the driver. If you find him tell him about the lock. Maybe he just forgot it. Maybe he's just having a bad day. It happens.
If you can't find the driver or if you do and he gives you a bunch of attitude for trying to do him a favor you can give the office a call. Call anonymously if you want, but call. If you know there's a high value cargo in that trailer you can bet the thieves do too.

At the seal. It could be empty and the driver put
it on there so nobody would take it.
