You understood the article correctly.
It's unbelievable the number of drivers out here, whom don't know the simplest things about the equipment they need to do their jobs. Being from a specific region is no excuse for not knowing how to fulfill your responsibilities.

I spend a lot of time on Look Out Pass with chains and new drivers. They watch me and then I watch them. Then they get the advice "don't get out of the groove unless you think you can keep it under control sideways". I leave first they can follow me down after giving me a 20 minute lead start....don't need anyone laying it down or falling off in front of me.
Don't want to scare anyone but last year I90 was icy, snowy and slick most of the time. It was better then I80 that was shut down most of the winter across WY.
As far as not knowing which states require chains or allow chains best be opening your Driver's Atlas....oh wait that's right most of you don't have one
you run with "#####in betty"...that thing isn't going to help you in what you really need to know.

I've seen sooooo many "STEERING WHEEL HOLDERS", that dont kno how to hang jewelry out on the roads in the Northwest, that it is getting scary!

Crap in 1997 in order to get out of CA here was the situation. 40 Was CLOSED at Flagstaff due to an AVALANCHE for 2 days 15 Closed in UT Snow 18 inches deep just before the I-70 split 70 Shut down across UT the only way out was Donner on I-80 I headed there and made it full chains required also. Lost one because CADOT in their freaking wisdom had the chain contorl point 10 miles BEFORE THE CRAP HIT THE FAN. I get over the top and High and dry all the way across. This was to make it home Thanksgiving weekend.
