I have admitted I did not know about this 2016 rule. By changes 383 had a change. I am going to fix this next week. This is embarrassing to me. It will not happen again.

What portion are you referring to?
Folks have been going to CDL school to be certified out of state for decades, this is not news

Is a domicile a form of habitat? Like a yurt?

They changed the laws in 2016.
You now have to test in your home state.
I was lucky enough to get my cdl in 2015,right before they changed everything.
No big deal though..your first year you wont make #### anyhow...no matter what state or company you go to.

Are you for real? Do you think I am so #### dumb I don't understand people go to out of state schools? You really need to go back and look at the topic. It was not about this. It was about a home state being required to accept out of state testing. THIS is NOT something that has been going on for years.

The only time I did any testing under permit was entirely in Maryland. In fact, it's known as Little America where we had everything from a literal road in the woods barely big enough to swing a 45 footer past some trees all the way to west of Cumberland and parts of the DC beltway but not inside DC's jurisdiction.

The only time in my life that I have ever surrendered my Licenses were three. First was the Class A under threat of revoking same april of 1994 for me personally due to the 1991 laws introducing a CDL system and drug testing etc to go with it. (Alcohol actually but we are getting past the point)

The second time when I got married and changed residence the same day from Maryland to Arkansas. That took 20 minutes, a written test, three endorsements written, visual and photo and done. Plus a small fee. (I remember paying maryland 150+ Arkansas only wanted 50 or so at most for everything. Now it's more than that plus a self certifying teirs one through four and additional training material in form of anti traffiking drugs and people in particular illegals among other things required by homeland security.,

I turned in my CDL a few years ago for a basic car license. That took 10 minutes and another photo, not even a test or written at all. Just renewed for 30 dollars and done with insurance card. No inspection, emissions or security crap. (Not until 2020 real ID act which will be required in 2019 for me when I renew. Without that information, I will not be allowed to fly domestic flights or go into Canada or go into Federal Court houses or military bases at all.)

The state on the other hand is getting ready to do a little emissions and inspection etc. My vehicle is so old it's going to get a 20 dollar historical tag slapped on bypassing all of that sillyness.

And that's all I have to say about Permit training which happened once in my life decades ago, and turned in CDL when changing residence, or upgrading to new CDL laws and returning back to the same basic generic car license. And will happen again when more laws kick in next year.

    that's it for me.

As far as going to school wherever, you have to live in a hotel, with a friend, parent or whatever. When went to school for 4 months I lived upstairs above the tavern I worked at for gas and food money for that schooling each session no problems. Passed the Class A test and was hired on in about 20 minutes after a 10 mile test drive and license check on the spot a month later.

No orientation, no nothing. Just a no nonsense trainer who did well enough that her training managed to stay revelant in my skull 25 years later when I touched another bulk tank truck again. Everything worked the same no problems with the exception of constant hauling of 110,000 pounds or heavier on our roads in Little Rock with a crappy truck that fell apart.
