According to the article the horse entered State Road 33 from a PRIVATE DRIVEWAY,meaning somehow or another the horse got loose. And given that it entered a state highway and impeded traffic flow and the owner isn’t cooperating with authorities I’d say the owner is in deep s***.
EDIT: Florida does have LIABILITY STATUTES regarding livestock. Specifically 588.15

it "could be" the owner, it "could be" someone assumed to be the owner.
did the horse have a lip tattoo to identify it?
did the horse have a chip to identify it?
gotta be proven who actually owns the horse.
so, if a horse came out of YOUR driveway, automatically, it's YOUR HORSE..???
was it a real farm..??
was it a home that had a horse..??

Like I said the owner isn’t cooperating and that particular horse was known around the area. The state is going to say he or she is liable for any damages.

Now your just being ridiculous. I pulled up the Florida state statutes-READ THEM! We’re not talking about something small like a stray dog. And Florida doesn’t let animals the size of a VW Beetle just run free-sorry,it ain’t happening!
And a horse like that WILL have records that can be traced(veterinarian,shoes,feed-FL Dept. Of Agriculture records if it’s been transported in,out or around the state of Florida).
If you can’t properly secure/maintain your livestock,pets,etc., or its enclosures then you shouldn’t be owning one!!

Reading the statues is a great idea. If you did so you would see that requirement of fencing kept in reasonably good repair. Do that and you are in the clear.
Lot of experts in this thread but i bet not a single one owns land in Florida with live stock on it.
I happen to own livestock here in Florida, and over the years i have had them get out and be struck by vehicles, including 2 horses by a large carrier totaling the truck. Wasnt held responsible in any of those events. Why? Fencing is kept in reasonably good repair.
It is not possible to guarantee horses or cattle will never get out. If something spooks them that animal will go through any fence. Heck i had a brahma bull go through the concrete block wall of my barn.buddyd157 Thanks this. -
