The broker sends a rate con to the shipper as well, the rate con is a legal document for both parties so you should never do what is not on your rate con and if there is a change call the broker and get another rate con, happens every day, I have a shipper that requires a rate con from me to book the load and another one when the cost of the lumper is known. Shouldn't be a big deal for either the broker or shipper.
Just my 2 cents
