I have n14 375 hp i think it is, when i drive 70 mph im at 1700 rpms is that normal? I think the rpms too high compared to a friends n14 70mph hes got 1400 rpm, 1999 volvo

The RPMs you run at speed will vary between trucks because there are a lot of different rear end ratios that the trucks can come with.
Sounds like your truck has 4:11 rear ends like mine, whereas your friend probably has 3:55 or something close to that.
Your buddy probably gets better fuel mileage but you will climb hills easier. -
No two trucks are the same. Only you can determine what rpm range is good for your truck. It’s all by feel. People drive their trucks differently and learn what their trucks needs are. Maybe you just need more time with truck. If you rpms are 2 low and she ain’t pulling rpms at that speed, you probably lugging the motor
