The sound is normal. It's the VGT (variable geometry turbo) changing pitch to control emissions.

Might also check your Air Induction Boots on the motor? I drove a Volvo that was nearly new and it blew an air boot and was making that noise. Should be two of them? Didnt cost but about 20 bucks to fix. I bought the hose and put it on myself. I bought an extra one in case the other side blew. Best I remember, the clamps cost more than the boot?

My primary is a Volvo (D13 - day-cab VNL300, 500hp). #505. 289k on the odo, pulling GCW of 100k. Been nothing but solid, overall.
