The issue isn't Chinese vs. American made goods. The issue is fraud. They contracted for one thing and delivered another.
To give an idea how picky the government is on fraud, here is an article about a local compy's owners facing fraud charges.

Their crime? Them make housings for Tomahawk missiles engines. Instead of doing the welding in-house they (allegedly) farmed the welding out to another company.about 30 miles away. Not even another state, much less another country....

 

This company still makes boots in Arkansas.

Ironically the company the welding was actually contracted to (Williams International) is a major defense contractor that specializes in components for cruise missiles.
