UCR flat fee IRP calculated by your state using secret formula. Usually at least half of cost to your state (Secret formula + miles ran) and each state “apportioned” fees depending on each state fees on per mile basis. You pay your state ( Base) and they charge you and they distribute fees paid to other States

So I need to keep track of how many miles traveled in each state for irp? I realize I have to for ifta.

Yes, track you miles in each state. You will need these for your IRP renewal so that your base state can pay the correct amount due to the other states. For IFTA you will need the miles traveled in each state as well as gallons purchased in each state so you can figure out if you bought enough fuel in each state to cover the miles driven. Then you will either owe money to some states and get credits from others.

Same goes for the states like NM and NY that have weight distance taxes, you will need to track you miles in each state. It is also advisable to track NY Thruway miles since they give you HUT credit for these miles, and Massachusetts gives your an IFTA exemption for miles on the Mass Turnpike.

ok I believe I wrap my head around it now. The confusing part on irp is - when starting out - How do I know what percentage I will drive in each state? I'm assuming I have to pay up front when starting and not at the end of the year so how is this determined?
