It has nothing to do with bobtailing. It's about commercial vehicles in general.
Some states want vehicles over 8,000 lbs to pull in. I think Nebraska was one.

I bobtail 20,000 miles a year, if the sign says open, and my prepass doesn't give me a green light, I go in. I have been inspected many times bobtail, particularly in California. Inspectors seem to like bobtails, easy to see and they still get full credit for doing an inspection.

I just love spacing out and hitting one in my car, flying by and watching them close the station to chase me. It gives all them truckers a short break from being pulled in.
