Ok, found the culprit turned out to be the turbo. Waste gate was stuck preventing exhaust from escaping. But the strange thing is, no codes were in the ECM indicating a bad VGT actuator or stuck waste gate.

Was it just the VGT actuator or turbo to?

I just had the same problem. Started out as just an MIL light on the dash of a 2014 Peterbilt. The actual Check Engine light was not on. Hooked up to our Jaltest software and no codes, but found that MIL light is related to emissions. This truck only has 57,000 miles on it and 5 years old so we went ahead and replaced the DEF filter that had never been replaced and performed a forced Regen, albeit the soot level was only at 11%. The light went away after the DEF filter was replaced. Later that day, went to start truck and now would not start. Starter would barely turn before cutting out. Batteries and cables were good. Replaced starter and now started right up several times and ran great. Moved back outside and then the MIL light came back on. Pulled back up to shop and shut off. Went back out a couple hours later and started but then ran very rough and died a few seconds later (What the Hell!!) Starts right back up every time and dies right away, always running extremely rough. Replaced both fuel filters and checked air filters as it sounds like it is starving for air or fuel. Didnt help. Next, tried to re-calibrate VGT actuator on top of turbo (actuates waste gate) with software but error kept coming up. Drained coolant and removed VGT actuator and found that the Gear is locked up. Replaced actuator and calibrated and truck finally runs great. Waste gate was sticking closed because of locked up actuator and not allowing engine to exhaust properly causing too much back pressure and running rough/dying. Not sure why this is not throwing a code for the actuator, etc.!? Purrs like a kitten now. Hope this helps someone in the future!

The funny thing my truck is having the same issue; the only exception is that I pulled the codes and its says 1659,which is number 6 cylinder misfire. She cranks, starts, starves and dies. Toke her to the stealership.

Your issue is the vgt actuator. Easy to fix temporarily just to not have a tow. There are 4 #5 Allen wrench bolts holding the assembly to the turbo. Pull these 4 bolts and loose the coolant line facing you. Raise the assembly just enough to rotate vgt fin adjustment bar underneath clock wise. Do not rotate all the way but maybe 1/8 inch should do the trick. Replace the actuator immediately and recal if you have the software.
