Cummins ISX leaking oil and heavy CC oil smell

My ISX Cummins is leaking excessively through the breather tube. When we hit the pedal it throws out even more oil. We checked all the fluid levels and noticed that it had no power steering fluid and thats why the oil smelled like power steering fluid. All the gauges are fine, no codes or warnings. Engine was just been rebuilt about 3 months ago
