I have a Radio Shack TRC-448 and when I am on AM the static is loud but when I change to LSB or USB I can not hear any static until I turn the volume all the way up and even then it is not very loud.
Is this normal for this radio?

Since this radio was made between 1977 & 1982, it probably needs all the electrolytic capacitors replaced. Then have an alignment done on the receive section of the radio.

This is a common problem, there are three transistors (two are for the product detector and the other is the audio preamp before the audio amp and speaker).
Most likely the audio preamp transistor is bad.

If that transistor is bad would it cause AM to work fine but have low static on USB and LSB.

Yep because am has a separate detector and preamp. There is a cap in the ssb section that could be replaced but I've seen the preamp go with a lot of these boards. It is best to take it to a good repair tech and have them carefully replace it with the right replacement.

Where is that transistor located is it one of the three attached to the back of the radio?

Q215, q216, q217. Don't know where they are located, they are on the board itself.

What is the number for the cap that could also be bad and witch is the location number for the preamp Q215, q216 or q217.

I don't know what cap number, the tech will know.
Q217 is the preamp but you have to check if the product detectors are working. -
I have checked the Q217 Transistor and it test fine do you thank it could be Q216, Q215 or the cap?
