according to my safety manager like $450 the scratch it on a molding in front of the hood so they will replace the part like 150 plus painting and labor
If no police report filed in fender-bender, is it still an incident on my license?

Yeah but your safety manager isn't an insurance adjuster or runs a bump shop. I won't be nice about this because I've dealt with it many many times on both ends - as an owner and as the one who got hit. See idiots like your safety manager is the reason why I have to pay a lot for insurance - nothing is cheap, and when you are talking about someone elses car, they have to take time out of their lives to get it repaired which means lost time to get it done.
But not to beat you up, it is the problem that you need to deal with things like this, in this case I will give you the benefit of a doubt, I won't say it is your fault but I will tell you learn how to modulate your brakes right so you don't roll back, it is a simple but very useful skill that any good driver will be able to show you.
Oh and to add this - my scratch wasn't a dent, it was a surface scratch all the way down to the metal. If it was a dent type scratch, that costs more to fix. -
