It has nothing to do with fuel companies, it has to do with the states in which you run, and the states in which you buy fuel. You are missing the point completely, evidently.

Actually, nobody pays IFTA. IFTA (International Fuel Tax Agreement) was developed to make life easier for us in paying fuel taxes. Some states like Oregon, New Mexico, etc. still have additional requirements, but you are actually paying the state fuel tax for each state that you run in, and IFTA just balances it all out so that each state receives the proper amount. -
