05' Classic with Detroit 14 liter Engine- V

Engine cranks but doesn't want to start. When switch is on, check engine light is steady til switch is off. Won't let me connect DDDL and manually check codes on dash because neither is communicating with the ECM. I already checked the 2 fuses in the battery box. Primary filter empties after each crank, leaving it dry like if it's starving for fuel. It must be something electronical than mechanical. Just not sure where else to start and troubleshoot this before the unfortunate happens and taking it to a shop
