On the rear suspension of a tandem drive truck, tandem axle trailer, and a tri-axle trailer all of the air bags are supplied by a single leveling valve. If anyone of them has a leak, they will all squat down when the air runs out.
I had one develope a small split while going down the road. The truck was able to keep it up, but the compressor cycled constantly. I went back to the nearest repair shop, they charged me $600 to replace it.
After 500,000 miles I figured if one went, they are all going to go. So I changed out the rest for only $130 each. That was on my Super B train trailers, tri-axle lead plus tandem pup, so ten air bags total.

Might be a silly question but did you spray the bags when they were inflated with the trailer on. Lots of times the leak is where the bag meets the top.

Yes when trailer was loaded. Also i did spray them on top too , may be if they leak it is in the bottom where you can not reach with the spray or to reach you must inflate them to the max so they can stretch to the max and i have not done this because Im afraid they might explode in my face
But i guess i will go ahead and change them since they are 13 years old anyway and they do have cracks on top layer as well.

Yes .. if it builds pressure on the gauge it's either leveling valve or maybe a bad bag
