1998 VNL 630 Blowing Signal Fuse

A friend of mine has a 1998 VNL 630 with no working signal lights. According to him, with key off, no trailer attached, when flasher is plugged in it immediately blows the fuse. This to me is saying a dead short. Anyone have any suggestions on where to start looking for the problem. Thanks in advance.
