2-hour exemption from the 14-hour rule limit for EMERGENCIES ONLY. That doesn't mean you can use it. If the blizzard you are in was in yesterdays forecast - you can't use it. You can only use it to move the vehicle to a safe place, and only that far, in a true, unexpected emergency.

16-Hour Exception for Property-Carrying Drivers
Drivers may extend the 14-hour on-duty period by 2 additional hours
IF THEY:
- Are released from duty at the normal work reporting location for the previous 5 duty tours; AND
- [FONT=Arial, Helvetica, sans-serif]Return to their normal work reporting location and are [/FONT]
- [FONT=Arial, Helvetica, sans-serif]released from duty within 16 hours; AND[/FONT]
- [FONT=Arial, Helvetica, sans-serif]Have not used this exception in the previous 6 days,
except following a 34-hour restart of a 7/8-day period.

Total hours driving may not exceed 11 hours[/FONT]
Notes:
Drivers can use the 16 hour exemption only once in their 7/8 period, unless restarted with at least 34 consecutive hours off duty.
Drivers are still limited to 11 hours driving.[/FONT] -

WRONG . Unexpected delays allow you to extend your driving time 2 hours but not the 14 hours on duty .
