Well its not a decision left entirely to the locals, or the state for that matter.
The Federal Highway Admin. has final approval on changes to an Interstate road. I dont have an exact percentage, but a good chunk of maintaining and improving an interstate comes from Federal dollars.
The Federal Government just denied Pennsylvania's request to make I-80 in PA a toll road last year.

Man are you serious? There on that bull again? I remember back in '06 they were talking about doing it on i-80 in wyoming but i still don't get why they still haven't made 'em because it's '09 right now and they are still debating on it, wow!!!!

There is presently a bill in the U.S. Congress to ban tolling of existing highways. There was a big article about it in Transport Topics.Working Class Patriot Thanks this.
