One failure to appear might be just some poor communication or a paper work glitch.
Two failures to appear indicates a pattern of non compliance and irresponsibility on the part of the driver.
I'd pass on him. There are better candidates out there.

I did not know this but recently I learned that some minor fines have a statue of limitations for collecting.

Sure. The State grows fat on the largess of a grateful and happy people blest with mountains of silver to remit with a glad heart and poverty at home to those at the Bench.

But woe onto the lawbreaker should he hold on to the last coin demanded by the fine.

Doesn't every state have your residing state suspend your license?

There are lots driving around with suspended license from unpaid tickets from other states.

I know a gal who tried to renew her license 2 years ago and was told she needed to pay her speeding ticket from another state. Her license was 3 years suspended.

She's one of those that thinks nothing will happen.

My state suspends if you are sued for garnishment and hold a Professional License like a CDL. It also has a path open to confiscation from your domicile with warrant and your county sheriff present. There are minimums you are protected from confiscation, one vehicle, one computer, one television I think also one bed and one main chair. Everything else of value is taken.

The CDL will be suspended and held suspended up to 15 years or until the debt collector is paid to the penny. Usually things against your credit history and score is active 7 years however a hostile creditor by careful attention to dates and making a positive contact with you years later after you have forgotten the proceedings can extend that to 15 years on your credit report.

This one is relatively new towards those who face garnishment for non bill payment. There is provision for 4 particular types of income such as disability (Which you already paid as wage deduction over your lifetime of work into already and get back when approved among other kinds of SSA money.) is protected specifically against Garnishment and it also becomes possible to counter against a hostile bill collector who did show up in your courthouse to initiate garnishment proceedings against you.

I am doing battle paying off stiff medical billing. There is no protection other than bankruptcy and a monthly good faith payment of ten dollars until you get to where you pay them off. And address another doctor bill and work on that for all of them standing as due each month after your surgery or accident or whatever. The Court will be pleased to see you making a effort and will say to any hostile collector of medical debt to essentially buzz off (I got a F word in mind but better to keep clean here) and wait until bill is paid in full.

Other bill collectors know I am non recoverable in my case and went ahead and charged off the debt which destroys my credit score. Some years ago I held a very pretty 750 score which DID have value in those days when necessary. However where I am now having pared down certain unsecured debt to work on the medical billing they have essentially respected the laws for myself and also for themselves when contacted in writing by me. Both sides in several cases understand the situation, two has offered settlement at 50 cents or lower. I informed them should I pass that will be paid when the time comes fairly rapidly.

Thus Arkansas does suspend licensing. If you are really misbehaving and act badly against the Court and the creditor you might have your basic car license suspended out of spite due to your unnecessary abusive talking or behavior over the debt at question. However the professional license they will suspend in this state and if it is a CDL then guess what, you cannot touch a 18 wheeler or any vehicle in any state until you complete a hardship proceedings with the DMV. I don't know all the details about hardship but generally you are allowed to drive home to work and so on. (Not trucking work...)

Thats all I know of suspending licenses by a state who has a civil court who has holding you in their bench hand and foster a judgement against you in support of the creditor who wants their money now. Again as before BK in chapter 7 or 11 (7 is outright, 11 means a Fiduciary will spend your money for you. If you want 6 bucks for smokes, you have to ask that officer mommy may I?)

Also on BK, Social Security and VA and other interested sources of your income will get involved in the battle.

State law does protect 65% of your wage earned income from garnishment so essentially 25% will be stripped from any non protected sources of income by your bank and handed to the creditor. The 10% question has to be resolved with the court. I don't know if they take 35 or just 25.

In addition to make your head hurt a little bit there are in some states hard dollar amounts to protect you. I think in Maryland 30 years ago that number is $144.50 a week. So if you worked minimum wage making pizzas to order and only grossed 200.00 a week and netted less than 144.50 then you can tell the Creditor to shove it. however they can sit on that collections for 7 years to 15 max.

Oh if you bought a 80's chris craft boat to enjoy the bay? The court will be pleased to be sure the creditor tows that thing away with a clear title to auction for pretty much your debt balance owed and anything over. (That goes to them...) You know what they say about BOATS. Bust out another thousand.

Thats enough of my thoughts towards the question at hand related to professional licensing being suspeneded. Which for most people if the CDL is suspended thats one strike towards a revoking of CDL and a elimination of a valid and good income to pay off the Creditor in the first place. It;s a form of punishment. Burn you at the stake twice....
