why isn't one authorized by the other, it's the same back ground search?

Makes no sense but they are working on getting it straightened out so that the one background check will cover both.

The House Committee on Homeland Security has approved legislation (H.R.2200) adopting a provision aimed at eliminating duplicative and costly background checks for drivers.

Actually they are planning on having no background check for hazmat, but implementing a new endorsement for security sensitive materials that will require a BC

Actually the TWIC is more in depth which is why it takes 4-6 weeks where as the HazMat only takes about a week. You also should have done the HazMat 1st. So you could save money on the TWIC. Now you have to pay full price for both.

    Where did you read that?

The TSA is still doing BC on all Hazmat driver applications.

Sounds like a lot of H-S to me!
