Ive seen a few of those flashing things on the highway that just take pics of cars, not for speeding but theyre keeping track of them for something. They flash even when you go far below the speed limit.

Camera tickets don’t go on your record. Only citations issued by living breathing cops do. The reason is they can’t prove who was driving, so camera tickets go to the registered owner of the vehicle whomever that may be.
-
The way they get around this in some places is that they have a living breathing cop look at the pictures from the camera, and then fill out the citation.
If the owner of the car can say that they weren't driving, and they don't have a clear picture of the face to prove it was them, then the ticket gets dismissed.
But if the driver is recognizable in the picture as the registered owner, then it's just as good as any other ticket, as far as a judge is concerned, because the judge is the one who rules whether the evidence proves that you were driving over the limit or not, and it's up to you to prove that it wasn't you, or that the equipment is in error.
This varies from state to state depending on the state laws. -
The only time they tried to get me to pay one, I was told that it couldn't be put on my driving record.

If it were me and I knew I were about to get a speeding ticket in the mail, I'd park the car someplace with no cameras, get an uber and on the way home, call the police department and the insurance company and tell them someone stole my car right around the time that camera flashed your car.
