It's 7500 dollars fine in a CMV possibly. Maybe even doubled in construction and doubled again for accidents involving injury and doubled again for death etc. Potential fines for car in extreme situations can result in 150,000 dollars fine imposed against you. Here are three source links in order from bottom 25 dollar fine to 150,000 dollar fine on top.
Arkansas’s Cellphone-Use & Texting-While-Driving Laws
Arkansas's Reckless Driving Laws and Penalties
Arkansas's Negligent (Vehicular) Homicide Laws and Penalties
All three are tied together directly related to cell phone in a car. God help you in a CMV. In addition if you were found to be intoxicated from drugs, legal or illegal and or alcohol enough to blow up the breath test or destroy the blood draw, then you have also permanently lost your vehicle to the State who is the new owner. It does not matter if it is yours personally, your mom's to borrow or someone else's The state owns it now permanently.

COLA refers to Uncle Sam's indexing the Customer Price Index increases or decreases to inflation. For example about 2008 there was a decision to increase COLA by about 1.8% for disability, SS, VA etc. across the board on mandatory federal obligations to beneficiaries. For a thousand dollars income to a person 1.8% works out to around a measly 18 dollar increase. If you had a steady diet of 1.8's over 10 years running, then your new income figure will have risen to around 1180.00 a month.
You can imagine the desperation of Uncle Sam to hold the line on these COLA increases. (Cost of Living Adjustment, for 2020 = 1.6%) -
Read the state law and to an attorney
In my state the first offense is dismissed if you show up on court with a receipt where you have purchased a cell phone mountx1Heavy Thanks this. -
That’s correct and in the instances of civil fines being accessed for Reg violations the courts have ruled and the Feds have since codified that the government can adjust these fines based on COLA using the Federal Civil Penalties Inflation Adjustment Act as the authority.x1Heavy Thanks this.

Not a big deal but Roehl was incorrect. Talking on a handheld was $2750 from the day the reg was written. When they added texting and reaching that also started at $2750 from day one. Additionally your license cannot be “suspended” (In fact your license cant be suspended under the regs) under the regs for this but it is a serious violation which either multiple violations of this or combined with other serious violations can result in disqualification.

Curious what companies did you work for that said this? I hope they aren’t the one I work for now

Both small companies in California. They have no choice because smaller companies are told what to do by their insurance carriers. Many large companies self insure and aren't as picky.

A lot of fines are higher when you are in a cmv, and these can be, plus the company can also be fined.
I do not see if it goes on your driving record, how the company could possibly not hold it against you, but they may be able to.
