OP you’ll want to get chains anyway if you’re coming from Utah. You’ll have Lookout and 4th of July to get over getting to Spokane.

I put on 2 and a drag and pulled right past the CMV enforcement on Willamette Pass in Oregon today.
The chain law was 4 and 2.
That's crap.
I was empty and never slipped ONE TIME WHATSOEVER.
The problem is people can't drive.

I live here in the PNW, crossing the passes here is routine. I can tell you for a fact there have been many occasions when conditions have been bad enough that you’re not making it up and over unless you’ve got four singles on plus your drag.
As far as Eastern Washington goes, specifically the Spokane area, it’s pretty common for them to be buried in snow most of the winter, sometimes up to a foot or more.
Chains may not be required depending on where you’re traveling in Washington, but do you really want to go looking for them after you find out you can’t get any further down the road, or worse, you’re already stuck? -
