A dually is indeed a Commercial Vehicle in CA according to the CA Vehicle Code 471. If he wants to do this commercially, he does need a Class A CDL. He can also take the DMV test in his dually with a car trailer, as long as it is in class. IE: the trailer has a GVWR of over 10k# *and/or* the GVCWR (combined ratings of truck/trailer) is over 26k#. He will have a restriction on his license for air brakes. And also for 5th wheel hitches (if he tests in a gooseneck) and for manual transmission (if he tests in an automatic).
BTW: I am teaching this very thing in Norcal in an affordable 2 day clinic. And there is another lady teaching them in the Fresno area.
