When idling the cylinder temps are low opposed to a working engine. Small portions of Diesel fuel do not burn completely due to these lower temps. The fuel can build up and even leak. Along with lower cylinder pressure oil can also pass more along with the fuel, especially on a worn engine.

Because the cylinder temperatures drop down low enough that the fuel doesn't fully combust and raw fuel starts to slobber into the exhaust. Just can't make enough heat with it running at 700ish RPM.
