Please help me clarify this ICOA contract.. can I move this vehicle to another carrier??

    That isn't what it says. It say he can take it if all of those conditions are met, some of which bind the new carrier he wants to lease on to. He may find it hard to get another carrier willing to agree to the terms, but it is allowed.

    Thats better for me thank you for clarifying. However there is that outright purchase sentance option which means if he buys the whole truck he can go wherever he likes.

    What about the 4th line, where it reads "if Lessor so consents"?

    They have no reason to let they're gravy train go to another carrier.
