Maybe. All the driver needs is a signed release for the company (you) to do a limited search. If that search comes back with data a driver then needs to create an account and give the company permission to do a full search.
Basically, unless there is a report, most drivers will never need to sign up.

The way I understand it is that a company has to query all drivers annually. If a driver isn’t signed up will they still be able to do that?
-
Yes they do, but that's what the signed release does. It allows the limited query of the driver without the driver having to give permission on the website.Rideandrepair and 062 Thank this.

From the Clearinghouse FAQ.
Are CDL drivers required to register for the Clearinghouse?
Drivers are not required to register for the Clearinghouse. However, a driver will need to be registered to provide electronic consent in the Clearinghouse if a prospective or current employer needs to conduct a full query of the driver’s Clearinghouse record—this will include all pre-employment queries beginning on January 6, 2020.
A driver must also be registered to electronically view the information in his or her own Clearinghouse record. -

####, so I signed up and I didn't have to.
-
Well, it doesn't hurt anything to sign up. And you can log in every 6mths or so to verify no bad data. Just more waste of time than anything. And really not much. Took me less than 5 minutes.
-
I bet if you try again at off peak hours it’ll go through. When I tried signing in awhile ago it wouldn’t take on the first try. I ran a query while I was signed in and it wouldn’t work the first time.
To me that query was a waste of $1.25 but I guess it’s recorded now. -
I wonder how much this is gonna purge (much needed) the industry of the job hoppers and the “I dropped dirty, got fired I’ll just go to some fly by night that doesn’t care “.
I don’t agree with all the rules and regulations being put on all of us but on the other hand if you haven’t been living under a rock the professionalism and standards of this industry have drastically nose dived caused by drivers themselves. Play by the rules or find a new career -
Ya it was stuck on the page, that I was on yesterday, I cant do anything on there.
