When that slows down in enough numbers due to these regulating of behaviors that is not legal or tolerated by testing etc over a period of time then we will have a basic change. What kind of change? I am not sure. But between two extremes, one being robot trucks. Dispose all of the human driver costs and BS etc. And the other handing out CDL's to anyone with a pulse and pay .10 a mile.
I just don't know enough. All I can do is let time go by in enough, like sitting by a river and watching long enough you will see what the situation is in whatever subject you are interested in.
So they think to double testing because more than 1% tested positive. Those are the ones who got caught. Imagine if they tested every soul before they got to touch a big rig company wide this morning. We would know for sure who tested hot and how many.
I am aware that those who use drugs commit a very dangerous crime with a 40 ton killing machine and am against it. But I point to generations of trucking that used everything and apparently continues to do so regardless of testing.
3000 people were eliminated from trucking. One at a time. No one notices. Until it is reported weeks after the fact. A great forest can be cut one tree at a time until someone looks out at it and go... ##### where are all the trees go? Sometime next year perhaps?

There is a big difference between failing a pre-employment test vs. a random or DOT employee directed test as a result of an accident or inspection under the new rules. PE is invisible if one follows the RTD (Return-to-duty) process. Anything else will appear on the PSP, as an OOS, out of service, in addition to the Clearinghouse.
The Clearinghouse is just the PSP version for drug testing. Only it is not as oppressive. My PSP displays a no insurance ticket from the mid 90's in a 4-wheeler. The so-called Clearinghouse is more all or nothing, ready to go or not, with no records, just ready to go or not. HIPPA rules influenced its design, but again pre-employment vs. random or result of inspection or violation by DOT makes a big difference if it is a career killer or not. -

PSP only gives 36 months of CVSA inspections and 60 months of FMCSA reportable wrecks. Nothing else.

You missed the important part about DUI's, drugs, and insurance violations. It's OK. Take this opportunity to eat some humble pie and try to do better going forward. The first clue was, why would anybody make up something like a no insurance ticket from the 90's appearing on a PSP report? What would be the motivation?
