Abilene would be a fix for having an Amarillo feel. It's a military town, it has a general Texas feel to it, most people seem to be friendly. I have been there many times when my younger brother was stationed at the airforce base there. The other option for an even smaller town feel is Early. For a real country feel go Goldthwaite TX, or Lampasas. Because there in Gold its still close to DFW, it's beautiful and it doesn't have the extreme weather conditions of DFW and Houston that I know of. That's just my opinion.
Killeen is kind of a ghetto, and it also has growing pains. Waco is wacky. Temple is alright. But for the property investor all of those areas are probably alright, in my novice opinion.
But since the OP wants to run OTR and save money, he should settle in the DFW area. Just due to the plethora of trucking companies with terminals there. He could also live out of his truck there easily and save on rent, since he wants to wisely save his money. From there he can learn about the rest of Texas and think about possibly buying some land.

Here's my suggestion for the OP, move to one of the metro areas, find a community college that offers cdl program, I went to Lone Star Community College Transportation Institute in Spring (Houston area) and it was really good. You'll be able to snap up a job real quick, there are some companies that hire for regional running, which will get you home more if you want it.
