Agree. I think it will most definitely be higher with a new authority but the biggest hike in the rate i believe is due to only 2 years experience...

Yup, you can be the majority owner with 51 but not the sole owner, obviously!
Definitely replacing every year or two. Cheap and easy to do, and in my opinion prevents wear and tear on other parts.
