‘78 W900A Trailer brakes will not charge unless parking brake is released

I can’t figure this out. I push the red button on the dash in to charge the trailer brakes but it absolutely won’t charge them unless the yellow parking brake button on the dash is also pressed in (parking brakes released). What could be failing or possibly hooked up wrong???
