yeah, 200 rpm. I'm drawing a blank as well, I've checked everything I could think to check on this engine.

The only difference I'm seeing before and after putting the engine back in is before the mil lights would stay illuminated with the key on before the engine was running, then they would go off after it started. Now the lights just cycle with the cluster self test and turn off.

I think your ICP is fine. You will see pressure anomalies because there is still lots of air in the system. If you have no smoke at all, then you have a fueling problem. Even if something was assembled wrong and your timing was off, it would smoke white or grey to some degree. Take your bleeder plug out and prime it until you get solid fuel coming out. You can even crank it to confirm your pump is working and at least pushing fuel out. If you have the right fittings, you can thread in a line connected to a pressure gauge. That plug is just 1/8" pipe thread I believe. It is pressure regulated to about 65 psi. The regulator is located at the end of the fuel/oil rail. You might even have to remove the regulator and prime until there is solid fuel coming out the return to tank at the back of the rail. You should have about 35 psi with a healthy pump during crank to start.
