so the truck i'm in now has recently started making noise from turbo around the same time the oil cooler thermostat went out, and was changed and it's been making this noise ever since. Around Chicago it does just fine until i hit the higher elevations (PA turnpike, and the west of Nebraska) i will hit the accelerator the noise will get louder then turbo will sound normal again until i depress and repeat again. turbo bearing is fine and boots are tight

All I hear there is engine rumble. If the turbo was removed for the work, chances are the main turbo flange gasket to the exhaust is the source of the noise. It will make a whistle noise as the gasket acts like a reed valve. If the old gasket was reused, or new gasket damaged, surfaces not cleaned, or loose bolts will cause noise.
