07 T800 CAT C-15 running problem

changed batteries, will start but wont run. used a gas rag and engine ran, connected to laptop and can not see engine controller and have j1939 can/cab bus comms codes for abs and trans controllers. have clean power to all the feeds to controllers and grounds. I have pinned the power supplies and grounds at battery box, dealership is not very cooperative, I have done the Ford wiggle test with laptop connected and no change to codes and what controllers seen by laptop, with key on I can hear the fuel injectors being cycled as if in a self test. Am I correct in assuming that the BCM controls the CAN/CAB buss?
