OP, if you are interested in amateur radio, start out with a technician class license. Pretty easy test to master, and a lot of fun can be had with the privileges given.

I'll take an attempt at explaining this the way I wished it was explained to me...For the ordinary truck driver, 10meter radio's (aka export radio's), are "big radios". They are made for export outside the USA, or hams. You can buy them legally and have a CB shop convert it to 11meter (aka cb band).
The purpose of selling them as "export" 10meter, is to get around FCC laws. You'll have the annoying Rodger beep, nail on chalk board ear piercing echo, and well over the 4 watts allowed so you can irritate everyone for miles further than you can even hear, all of which comes with the purchase price, instead of adding those features to a normal CB.
Don't take above as bad, they do make really good radios. I just HATE (in the strongest term possible) the people that use the extra's...not the radio.Last edited: Jul 22, 2016

That's a good price too if anyone's thinking about it -
There are guys that can take a battery with a small radio that puts out as little as one watt. They watch the solar activity along with the weather. Then are able to communicate with people on other continents using only one watt. If that type of thing interests you, by all means do some research. There are many different methods of communications for amateur radio operators (ham). Learning enough to pass the tests to get a license is much easier these days.
