1995 fld transmission issue

Hello. My transmission won’t pull when on the low side. It appears to be stuck on the high side. Pulls fine on the high side but won’t move on the low side. I’ve been told it could be in air pressure issue. Does this sound right? When I flip the button on the gear shifter I hear it clicking To go to the high side, but I don’t hear anything when I flip it down to go to the low side. Any suggestions?
