Is it possible to change in parameters or such the fan clutch orientation? As in truck came with a locked engine fan clutch when no air is applied to a free spinning clutch when no air is supplied?

Not a parameter change needed, the ECM just sends the signal to fan solenoid. You would need a new solenoid, and clutch.

Why do you want to change it?

You would need to change solenoid plumbing from NC to NO and like @Big Road Skateboard said, why would you want to? The way it's currently setup if you blow an airline or solenoid goes bad, your fan comes on in a "fail safe" kind of mode.

Part availability was out of range for us in the time frame we had to work with as well the truck is loaded and has to move. I happen to had the normally open clutch and hub laying around,
I agreed the original style is the better option.

If it still matters a lot of air on fan clutches have provisions for some type of manual lock like a bolt through a hole
There’s also the welded…it’s guaranteed to work until you can get a new clutch

Now you mention it I have noticed a threaded hole on the face of some clutch I suppose that is what it is for to lock it up if something fails.
Someone did straightened my brain I over complicate things. Just needed a solenoid
