Replaced the 14 year old solenoid, thin plate that was in bad shape and the seals. It worked perfect. Scan tool showed over voltage or short to solenoid. Found 5 terminal relay connections all corroded. Cleaned it all up and replaced the relay. Problem solved.
So as you said: Use a volt meter.
