They really need to learn when the threat is no longer a threat. Once the person retreats, they are no longer a threat, and therefore You stop shooting unless they are shooting or threatening you

Those gals did Tulsa a favor, and I'll stand by that.

 

By no means am I saying that they did a disservice here. I think they did a great job yes. However, if there was a liberal enough prosecutor willing to, it wouldn't be hard to prosecute these women based on excessive use of force or some other charge.

 

"Excessive use of force" only applies to law enforcement officers I believe. I could be wrong though...

 

Excessive use of force can also be used to charge "trained" individuals. Say a black belt beat someone to death. The assumption is he would have known how far to go and stop before it went too far
Or a soldier who is a small arms specialist unloads a full magazine into someone.
Examples like that people can be charged. Even those tend to be hard to prosecute though as juries tend to side with the original victim (the black belt, solider, etc)
Someone who panic overkills, there is almost no chance a jury will convict.

At least this happened once (a black belt killing a mugger) that hit the paper years ago in Texas.
